CLEWS modeling is very useful and important in helping policymakers and project developers have a clear understanding of the country's resources like land, water, and energy systems and their impact on the climate. CLEWS helps in balancing these resources and minimizing the environmental impact of the country's development to meet sustainable developmental goals. In this study, Uganda's energy, land, and water were studied in line with the country's Vision 40, which focuses on the modernization of agriculture, industrialization, smart cities, and modern transport. The study looked at energy options, water availability, and land status. The findings show that Uganda has no problem with water and land since there is availability of water for irrigation and land available to increase crop production and also for the expansion of the built-up areas; however, the country's energy planning has to invest in community solar PV projects to avoid dependency on imported heavy oil because the dominant hydroelectric power is limited as well as biomass.
