Agricultural taxes in Ethiopia are an underutilized fiscal instrument, despite the sector's significant contribution of 33% to GDP and its employment of over 65% of the working force. This paper review at the historical, institutional, and regulatory reasons that have limited the effectiveness of agricultural taxation, such as divided governance, outdated valuation methods, and weak administrative capacity.
