Validation of the CEPRES National Transformation Engine (CNTE) as an Integrated Managerial Framework for Development Effectiveness in Liberia

Abstract Many developing countries, despite significant investments in education, training, health services, agricultural development and institutional capacity building, continue to face persistent implementation failures and limited development outcomes. Development approaches have concentrated on human capital formation and have paid less attention to the systems needed to deploy, coordinate, monitor and use human capital effectively. The study explores the Human Capital Execution Gap (HCEG) and assesses the CEPRES National Transformation Engine (CNTE) as an integrated management framework to address implementation challenges in Liberia. The study employed a mixed-methods applied research design, utilising 14 sectoral datasets comprising 3,259 observations from the health, agriculture, environment, WASH, education, technology, and social development sectors. Quantitative evidence was complemented by qualitative inquiry and cross-sector synthesis. The findings revealed recurring implementation weaknesses, including institutional fragmentation, underutilization of human capital, weak accountability systems, limited community participation, and poor integration of knowledge and action. The study identified the substantial conceptual support for workforce deployment, multi-sector integration, digital accountability systems and implementation performance as determinants of development effectiveness. Based on these findings, the study introduces the Human Capital Execution Gap as a new theoretical construct. It creates the CEPRES National Transformation Engine as a practical managerial framework for transforming human capital into measurable development outcomes. The study contributes to Human Capital Theory, Systems Theory, Implementation Science and Development Management by suggesting Human Capital Execution as an important mediating mechanism between human capital formation and national transformation.
