In a number of countries around the world, governments have centralized power during the Covid-19 pandemic. I propose to study how strongly citizens value democratic rights in the wake of Covid-19 and whether there are any countervailing authorities who could mobilize citizens to be more active in defending democratic institutions. I will study this by implementing a combination endorsement experiment/conjoint candidate evaluation question as part of a phone survey that will be implemented by the Local Government Performance Index in Zambia in November and December 2020.
