When verification is not enough: institutional preconditions for blockchain-enabled payment discipline in smallholder agricultural value chains

Blockchain technology is widely promoted as a remedy for payment-discipline failures in smallholder agricultural value chains across sub-Saharan Africa. However, the empirical record is dominated by stalled pilots, quiet discontinuities, and pivots away from agricultural payment discipline rather than scaled successes. This article argues that the persistent failure pattern reflects not technological inadequacy but a misdiagnosis of the constraints on payment discipline. Drawing on institutional economics, embeddedness theory, transaction cost economics, and the institutional voids framework, the article develops the Institutional Preconditions for Blockchain-Enabled Payment Discipline (IPBPD) framework: a typology of institutional preconditions and a practitioner readiness diagnostic for investors, development finance institutions, and policymakers. Four conditions are advanced as a joint-sufficiency hypothesis rather than as a demonstrated necessity: stable counterparty identity, credible enforcement backstops, sufficient transaction volume, and pre-existing inter-organisational trust. Blockchain’s core technical achievement, immutable cryptographic verification, is analytically distinct from and insufficient for the trust that payment discipline requires. Blockchain, therefore, enters the analysis as a contextual technology whose effectiveness is conditional on prior institutional readiness, rather than as a causal agent of payment discipline. The framework’s marginal contribution against existing barrier-list and governance literature is threefold: an explicit sequencing logic in which institutional preconditions are theorised to precede deployment; a practitioner readiness diagnostic with provisional thresholds; and an Africa-grounded application. The argument is supported by a two-tier review separating direct smallholder agri-payment cases (Wala/Dala, Block Commodities/FinComEco, Twiga, Binkabi, AgriLedger) from adjacent governance analogues (Project Khokha, TradeLens, Agrikore, IOHK Cardano, Land LayBy), and by two boundary counterexamples (BanQu and AgriDigital) in which institutional anchoring is observed to enable success. A worked fuzzy-set qualitative comparative analysis (fsQCA) codes the 12 reviewed cases against the four preconditions, illustrating how the framework would be tested empirically. Applying the framework as an illustrative diagnostic to smallholder agriculture in the Eastern Cape, South Africa, three pathologies of premature deployment are identified: platform abandonment, data poverty, and reinforced mistrust. Eight design requirements are derived for any deployment within a POPIA-equivalent regulatory framework. The article concludes that institutional sequencing must precede technological deployment.
