Nigeria generates approximately 30 to 32 million tonnes of municipal solid waste annually. Less than 10 percent is recovered for productive reuse. Meanwhile, Nigerian manufacturers import the polymer feedstocks, secondary metals, and paper fibre that exist as waste in the same urban economy. The gap between what industry demands and what the waste system recovers is not an environmental statistic. It is a structural economic cost. This paper argues that circular infrastructure — the physical systems that collect, sort, process, and redirect secondary materials back into productive use — is the missing layer in Nigeria's industrial economy. It proposes a network of Circular Resource Hubs integrating collection, sorting, processing, and market linkage in coordinated regional facilities, designed to work with existing informal recovery networks rather than displace them. Drawing on precedents from China, South Africa, and Morocco, and grounded in Nigerian case examples across Lagos, the Niger Delta, and agro-industrial corridors, the paper sets out a practical implementation framework and financing model. The policy implication is direct: circular economy strategy in Nigeria must shift from environmental compliance to industrial infrastructure investment.
