It compares state-led irrigation expansion, private hire-service markets, and conservation-agriculture mechanisation, and argues that divergence stems less from agronomic potential than from spatial coherence among terrain, water movement, and service access. To make that argument tractable, the article proposes a composite spatial index that combines Slope, Drainage density, Rainfall intensity, Land cover, Soil permeability, Elevation, and Distance to channels within a geographic information systems workflow involving multicriteria weighting, kernel density estimation, buffer analysis, and network connectivity. Formal definitions, boundedness and sensitivity theorems, and consistency conditions are derived for the index, and the trade-off between area above threshold and classification confidence is characterised in prospective terms. Maintenance capacity, spare-part networks, and seasonal finance are identified as binding constraints, and policy options are outlined that align engineering standards with county-level service geography.
