African aquaculture expansion has outpaced the veterinary systems meant to keep it productive, creating a mismatch between biological risk and institutional response that cannot be resolved by farm-level prescriptions alone. Illustrated with administrative and service-coverage geographies of Benin, the framework integrates site suitability, disease transmission pathways and service accessibility within a single geographic information systems workflow involving multi-criteria weighting, kernel density estimation, buffer analysis and network connectivity. The analysis workflow (Script 1) makes each operation reproducible and transferable. The contribution is a bounded, context-sensitive logic for deciding where surveillance, biosecurity investment and clinical services would most plausibly reduce losses across diverse African production systems.
