Computer engineering curricula and reference designs that assume continuous power, abundant bandwidth and frictionless maintenance mischaracterise the operating conditions of much deployed computing in Africa, yet no shared language connects those conditions to measurable engineering choices. the present analysis reframes the problem as constraint coupling, where infrastructural intermittency, thermal and dust exposure, supply-chain delay and skilled-maintenance scarcity jointly reshape trade-offs among performance, availability, energy use and maintainability. It develops a mechanism-centred account that distinguishes hardware adaptation, software adaptation and infrastructural co-design, formalises their interaction through availability and constrained optimisation models, and derives testable propositions about when redundancy, deferral, degradation and localisation improve sustained service. It then specifies a prospective mixed-methods protocol that sequences engineering log analysis, field observation and comparative case reasoning before any cross-site quantification, with explicit construct definitions and boundary conditions for heterogeneous African deployment settings. The contribution is a bounded, falsifiable framework that would permit comparable evaluation of computer engineering strategies without flattening contextual difference into a single performance score.
