This technical report presents an AI-enabled measurement framework for improving land and resource governance in small-scale mining contexts. Using geophysical scan data, community validation, and dashboard-based decision tools, the project demonstrates how machine learning can reduce environmental damage, improve targeting efficiency, and support inclusive governance. The work draws on a pilot in Migori County, Kenya, and is intended for policy, development, and applied AI audiences.
