Ethics and Governance in AI: An African Perspective on Seychelles' Challenges

AI ethics and governance have become critical issues in African societies, particularly in contexts where digital infrastructure is nascent but rapidly expanding. The study employs a mixed-methods approach combining qualitative interviews with government officials, civil society representatives, and academic experts to analyse existing policies and identify gaps. Data governance frameworks show significant disparities in access to AI technologies across Seychelles' regions, with rural areas lagging behind urban centers by approximately 20% in terms of digital literacy and infrastructure investment. Seychelles faces a critical juncture in balancing the benefits of AI with ethical responsibilities, necessitating robust policy interventions that address regional disparities and promote inclusive development. Recommendations include strengthening data protection laws, enhancing public education programmes on AI ethics, and fostering collaboration between private sector entities and governmental bodies to ensure equitable AI deployment.
