Government Supported Livelihood Programs for Poverty Alleviation in Uganda. A mixed-methods Systematic Review

The systematic review is aimed at assessing the effects of government-supported livelihood programs on poverty alleviation in Uganda. Uganda has been investing heavily in livelihood programs as part of the long-term national development guided by Vision 2040, which seeks to transform the country from a low-income agrarian society into a modern, prosperous nation. By scope, the review covers programs implemented between 2010 and 2024 because they align with the National Development Plan (NDPs). A scoping search for studies indicated the absence of a systematic review addressing Uganda’s livelihood programs. Thus, this review will be the first of its kind to summarize evaluation evidence about livelihood programs in Uganda, their contribution to poverty alleviation, existing barriers and facilitators. The purpose of the study is to synthesize evaluation evidence from the livelihood programs in Uganda by focusing on both quantitative and qualitative evidence. This will address the knowledge gap on the collective contributions of these programs toward poverty reduction.
