The dataset was validated from 1012 students, professors, and administrative staff in Algerian higher education institutions, aimed at assessing digital readiness for academic and administrative transformation. The measurement tool, developed through a systematic literature review and expert interviews, covers four dimensions: digital infrastructure, skills, top management support, and change readiness, along with mediating variables such as e-learning, e-library, and e-administration. Data quality was confirmed using exploratory and confirmatory factor analyses, validity tests, and reliability measures. The dataset, available in coded and structured formats, supports comparative research, institutional evaluations, and policymaking for digital transformation in higher education.
