It addresses a persistent difficulty in which terrain and hydrology maps intended to guide environmental decisions diverge because classification choices, weighting judgements and visual designs remain implicit. The workflow is designed around Kenyan administrative units, with a city-scale enlargement of the most urbanised county, and combines kernel density estimation, buffer analysis and network connectivity with multicriteria weighting and threshold reasoning. Attention centres on how threshold selection mediates between area designated as priority and classification confidence, and on how geovisualisation choices shape policy interpretation. The contribution is a bounded, reproducible framework that makes assumptions testable and implementation constraints explicit, thereby linking cartographic practice to environmental governance without overstating what maps alone can settle.
