African livestock welfare debates often treat standards as universally applicable, yet welfare outcomes emerge from interaction between production pathways and landscapes that flood, dry and fragment. To make that heterogeneity legible for planning, the article proposes a geographic information systems workflow demonstrated for Egypt that integrates Slope, Drainage density, Rainfall intensity, Land cover, Soil permeability, Elevation and Distance to channels into a composite spatial index of environmental pressures relevant to welfare. The analysis workflow (Script 1) combines weighted overlay, kernel density estimation, service coverage buffers and settlement connectivity analysis to compare exposure and support access across administrative units. The framework proposes spatially differentiated policy instruments that align housing, health and slaughter standards with landscape risk and service geography rather than uniform enforcement.
