This dated working paper studies where standardized AI-assisted educational publishing could create additional usable access. It now includes concrete needs/package findings for 44 of the 100 frozen forecast profiles, nineteen new African, Arabic/Iranic and signed-language profiles, and an actual-source comparison of a complete OpenStax course with smaller packages. Candidate identifiers are not ranks. A missing or not-yet-investigated language has not been judged less important. All educational stages and communities outside the forecast remain eligible. Research coverage is not educational coverage. The global portfolio and Top 10/Top 100 synthesis remain unfinished. Findings can change as evidence expands.
