According to Egyptian National strategy of Construction and Demolition Waste Management (CDW), the annual generated construction and demolition waste is 40- 50 million tons with limited recycling. Whereas the national target goal is achieving 50% for recycling by 2030. This contradiction between the target and actual status of CDW is reflecting missing tools for implementing the related roles and regulations in Egypt. Stakeholders interaction is one of the main factors for implementation. However, the interactions between stakeholders are dynamic and need to be examined. In order to explore the dynamic interactions and boost changes in their practices; stakeholders (Contractor, Investor, Government, and Public) decision-making behaviors in CDW management were analyzed based on evolutionary game theory, and their influencing factors were identified through mathematical calculations. The results revealed how government penalties and incentives impacted the decision-making behaviors of other stakeholders. The proposed model offers win - win solution through providing mathematical equations for future simulation platform. Based on these findings, optimization strategies are proposed to enhance the CDW management and increase the recycling rate.
