DIRECT FUNDING IN THE RENEWED HOPE AGENDA: IMPACT ON LOCAL GOVERNMENT ADMINISTRATION IN NIGERIA

The study assessed the influence of direct funding on the operations of local government councils in Nigeria, focusing on aspects of service delivery, administrative autonomy, and community development. Secondary data used for this study were sourced from government reports, journal articles, news publications, policy documents, and official statistics from 2020 through 2026. Thematic content analysis and documentary review were applied to analyze the data relative to three objectives formulated in the study. Results indicate that the process of direct funding has resulted in considerable enhancement of financial autonomy of local governments, making it possible for the councils to undertake projects and remit salary payments without delays and withholdings inherent in joint accounts controlled by state governments. It was found that direct funding has led to notable advancements in areas of primary health care, rural infrastructures, and basic education in the local communities. In addition, the study revealed that capacity constraints among other limitations in administration, political interference by state governments, and lack of proper accountability mechanisms have been hindering the policy from reaching its full potential. In its conclusion, the paper acknowledges that the introduction of direct funding is an essential and laudable move towards attaining real local government autonomy. However, for it to be effective in the long run, it should be accompanied by measures such as enhancing the State-Local Government Joint Account monitoring mechanism, community-based monitoring institutions, and enactment of legislations on the financial autonomy of local councils.
