Evaluating Municipal Infrastructure Asset Systems in Uganda Through Randomized Field Trials: Methodological Scrutiny and Adoption Rates Measurement

Municipal infrastructure assets in Uganda face challenges such as inadequate maintenance, frequent failures, and insufficient data on asset health. A randomized controlled trial was conducted to assess the effectiveness of new asset management protocols. Data were collected from randomly selected municipalities and analysed using logistic regression models to measure adoption rates with 95% confidence intervals. The field trials revealed a significant difference (p < 0.01) in adoption rates between municipalities that implemented the new protocols compared to those that did not, indicating a clear preference for the intervention group. Randomized field trials provided robust evidence of the effectiveness of new municipal infrastructure asset management practices, with notable differences observed in adoption rates across different municipalities. Municipalities should prioritise the implementation of these new protocols to improve asset health and reduce maintenance costs.
