Institutional Alignment with ESG Disclosure Standards in BRICS+ Countries and the Cost of Sustainable Capital

This paper examines the institutional risks arising from the uneven alignment of national ESG disclosure standards and sustainable finance taxonomies across BRICS+ countries, focusing on Russia, China, India, and South Africa. As the grouping has expanded to ten members (with the addition of Egypt, Ethiopia, Indonesia, Iran, and the United Arab Emirates), regulatory heterogeneity has increased: member states are at markedly different stages of convergence with international sustainability reporting standards (IFRS S1/S2), possess taxonomies of varying maturity, and are unevenly engaged in international regulatory networks such as the Network for Greening the Financial System (NGFS). The paper proposes an ESG Regulatory Alignment Score (ERAS) to quantify a country's institutional distance from the international disclosure baseline, together with a risk-premium function linking this score to the cost of capital for issuers of sustainability-labelled instruments. The analysis shows that incomplete alignment with the international disclosure baseline constitutes an independent barrier to capital mobilization, regardless of the scale of a country's domestic ESG initiatives.
