Abstract: This study explores the potential of integrating Artificial Intelligence (AI) into South
Africa's social grant distribution system to improve efficiency, reduce operational costs, and ensure
equitable access to welfare services. A qualitative research approach was adopted, involving semi-
structured interviews with 15 key stakeholders, including policymakers, South African Social
Security Agency (SASSA) officials, and beneficiaries. The research identifies significant
challenges within the current system, such as long processing times, data inconsistencies, and
limited accessibility, which AI-driven solutions could help address through process automation
and enhanced fraud detection.
Additionally, ethical considerations surrounding data privacy, algorithmic biases, and the
digital divide emerged as critical concerns. The study emphasizes the need for a balanced approach
to AI implementation, prioritizing transparency, fairness, and stakeholder engagement. By
proposing a comprehensive AI integration model tailored to the South African context, this
research contributes to both theoretical frameworks and practical applications in public
administration.
AI technologies present a transformative opportunity to improve service delivery by
automating administrative processes, detecting fraud through advanced data analysis, and
personalizing support for beneficiaries. However, these benefits must be weighed against the risks
of exclusion for digitally marginalized communities and potential data misuse. The study
recommends pilot programs, robust regulatory frameworks, and targeted capacity-building
initiatives to mitigate risks and promote equitable AI adoption.
In conclusion, while AI offers significant potential to enhance social grant distribution, its
success relies on ethical deployment, transparent governance, and inclusive access to digital
infrastructure.
