This paper is an analysis of the policy issues to be considered in framing any regulatory mechanism. The paper proceeds in six parts. Part one is the introduction. Part two is a primer on cryptocurrencies explaining what they are and how they function. Part three covers cryptocurrency use in Uganda. Part four examines the current regulatory mechanisms for cryptocurrencies such as monetary regulation, electronic transaction regulation and taxation. Part five looks at the policy issues to be borne in mind by policy makers as they frame future regulation. Part six deals with the legal issues surrounding cryptocurrency use in Uganda. The conclusion notes that blocking cryptocurrencies is almost impossible therefore regulation is the only alternative.
