Policy Brief: HIV Surveillance Indicators and Methods to Monitor Evolving HIV Epidemics and Sustain Epidemic Control

This policy brief summarizes recommendstions from the Kuzama pa Kalondo project for components of a modernised HIV surveillance framework in high HIV burden settings with mature HIV epidemics. The brief, developed through a consultative process in Malawi, proposes a streamlined set of priority indicators measured through nationally representative sentinel health facilities and populations. The framework combines strengthened routine data quality, investigation of new diagnoses, advanced HIV disease surveillance, tracing of clients lost to follow-up, and monitoring of prevention uptake. It emphasizes digital systems, local analytical capacity, and integration with tuberculosis, malaria, and reproductive-health surveillance. The brief outlines priorities for national adoption, targeted feasibility studies, and future global guidance.
