SIRA, Survey for Inclusive Rapid Assessment, is an innovative, open-source digital data collection tool developed by the international disability and development organization Light for the World International.  

Produced under the Data That Matters project (with funding from Elrha and UK Aid), it was co-created in partnership with FAMOD, Forum of Mozambican Associations of Persons with Disabilities, the national umbrella Organisation of Persons with Disabilities in Mozambique, to address a critical gap the systemic exclusion and "invisibility" of people with disabilities and older individuals during humanitarian emergencies.  

Key Features of SIRA:

  1. Accessibility: SIRA is designed to be fully compatible with screen readers. This ensures that people with disabilities can participate not just as respondents, but actively work as data collectors and interviewers.  
  2. Mixed Methodology: The tool combines the standard Washington Group Questions on Disability and the Child Functioning Module (for quantitative demographic mapping) with open-ended interview structures to capture qualitative insights regarding specific barriers to aid.  
  3. Broader Psychosocial Scope: Unlike standard screening tools that often overlook mental health, SIRA explicitly incorporates Washington Group questions regarding psychosocial conditions and chronic pain, which frequently affect older individuals and survivors of conflict.
