Kenya has rapidly expanded public space surveillance in recent years, deploying thousands of CCTV cameras in two major cities and implementing various measures to gather vast personal data through various initiatives, including a national digital ID system and mandatory SIM-card registration. While there are legitimate aims that justify the mass data collection programmes, there are also widespread concerns regarding the approaches adopted, including compliance with data protection laws, and misuse of collected data. This report contains the most comprehensive analysis to date of Kenya’s Integrated Public Safety Communication and Surveillance System (IPSCSS), which is one of Huawei’s safe city projects implemented in Kenya between 2014 and 2016. The report begins by tracing the history of public space surveillance in Kenya, before documenting the deployment of the IPSCSS, reviewing the legal framework and human rights concerns raised before drawing conclusions and making some actionable recommendations.
