The central question of this report is: does the safe city project in Senegal respect the fundamental principles governing surveillance (legality, necessity, and proportionality) and what guarantees exist for the protection of digital rights? To answer this question, the study will follow an approach combining: (1) the analysis of the project and its technical characteristics, (2) the examination of the key actors and their roles, (3) the regulatory landscape of online surveillance, and (4) the study of the impacts on privacy, freedom of expression, and data protection.
