وضع اللغات المحلية في الدساتير الافريقية The status of Local Languages in African Constitutions

ملخص تعتبر أفريقيا من القارات الأكثر تنوعا من الناحية اللغوية. لكن مع بداية السياسات اللغوية إبان الاستعمار تمّ فرض اللغات الأوربية وأساسا الفرنسية والانجليزية. مع استقلال دول افريقيا، تباينت مكانة اللغة المحلية بحسب السياسات اللغوية المعتمدة لكل دولة.  يبين هذا المقال من خلال التحاليل الإحصائية والخرائطية ودراسة دساتير كل دول افريقيا مكانة اللغات المحلية في الدساتير الافريقية. تبرز النتائج أن دول شمال القارة وبعض دول القرن الافريقي هي التي تحصر اللغات الرسمية في اللغات المحلية لغات رسمية.  وتمثل هذه  الحالة 11% فقط من مجموع دول القارة. بينما ما تزال غالبية الدول الافريقية تعتمد على اللغات الأوروبية واساسا الفرنسية والانجليزية إما بصفة حصرية وهو ما يمثل 38% أو إلى جانب اللغات المحلية وهو ما يشكل 20% كم دول افريقيا. لكن من خلال المراجعات الدستورية الأخيرة يتضح أن المنحى العام يتجه نحو اعتماد اللغات المحلية ونبذ اللغات الأجنبية وأساسا الفرنسية ارتباطا بالوضع الجيوسياسي . الكلمات المفاتيح: افريقيا، اللغة المحلية ، الدسترة، ، السياسات اللغوية
