A Cross-Country African Dataset on Nationally Determined Contributions Conditionality, Adaptation Finance Allocation, and Socioeconomic and Environmental Characteristics (2026)

The dataset is a harmonized cross-country compilation of African countries’ Nationally Determined Contributions (NDCs) and socioeconomic and environmental indicators. The NDC component captures information from the most updated NDC submissions, including NDC implementation cost, unconditional and conditional NDC costs, adaptation finance allocation, adaptation cost conditionality, total emission reduction targets, unconditional emission reduction targets, and conditional emission reduction targets. The dataset also includes socioeconomic and environmental characteristics of African countries, including agriculture as a share of GDP, GDP per capita, Human Development Index (HDI), rural population, electricity access, Official Development Assistance (ODA) as a share of GNI, total external debt per capita, and general government revenue as a percentage of GDP. Climate vulnerability and environmental indicators include flood exposure, precipitation change, drought index, forest area, rainfed versus irrigated yield ratio, ND-GAIN readiness, and ecosystem services vulnerability. NDC data were extracted from officially submitted Nationally Determined Contributions (NDCs) available through the UNFCCC NDC Registry. For NDCs not originally submitted in English, translated versions provided by the World Resources Institute (WRI) through the NDC Partnership were used. Socioeconomic and environmental indicators were extracted from globally recognized databases, including the World Bank Data360 platform, World Development Indicators (WDI), the United Nations Development Programme (UNDP), the United Nations Environment Programme (UNEP), and ND-GAIN. The dataset is intended to support comparative research on African climate governance, NDC cost and emission reduction conditionality, climate finance dependence, adaptation financing, socioeconomic development, environmental vulnerability, and climate policy analysis.
